That base is the part you never see and the part that decides everything: a minimum 6-inch compacted crushed-rock base (deeper where the soil test calls for it), geotextile fabric to keep the base from migrating into clay, a bedding layer, and a cross-slope designed to shed Tacoma's 38 inches of annual rain. Properly built, interlocking pavers also beat poured concrete through freeze-thaw — individual units flex slightly with ground movement instead of cracking as one rigid slab.
